The
PSEC-PAC was organized in 1993 as the Political Action Committee of
Protective Services Employees Coalition. The main purpose for any
PAC is to support candidates for political office through campaign
donations and campaign endorsements. As a labor organization whose
membership consists entirely of state employees, the PAC performs a
vital function by supporting and endorsing candidates for state
legislative and constitutional offices.
The
PAC makes these endorsements by reviewing voting records of
incumbent legislators, along with interviews and questionnaires
completed by candidates, and information provided by the AFL-CIO.
Every effort is made to endorse candidates that the committee
believes will be supportive of labor issues as well as police and
fire fighting issues.
The
PAC relies solely on donations to fulfill its mission. No union dues
are spent in support of political candidates.
As
government employees whose pay and benefits are determined by the
legislature, we have the opportunity to elect our employers. An
opportunity not available to private sector employees.
It's
your union, and there is no better way that you can get involved
than to start donating to our PAC. You can donate through payroll
deduction or by making a one time donation.

Article I: Name |
| SECTION 1 |
This organization shall be known as
P.S.E.C. - PAC
|
| |
|
| SECTION 2 |
This organization is affiliated with
the Protective Services Employee Coalition, IUPAIIAFF/AFL-CIO,
but is not an element of that organization |
|
|
|
|
Article II: Objectives and Principles |
| SECTION 1 |
The objectives and principles of
P.S.E.C. - PAC are:
(a) to promote and advance labor
issues with members of the state legislature.
(b) to secure legislation and
administrative action which will safeguard and promote the
goals of state and municipal employees and the security,
strength and vitality of state and municipal workers.
( c) to encourage all bargaining
unit members of the Protective Services Employees Coalition
to join and participate in all the activities of P.S.E.C. -
PAC.
(d) to support and cooperate with
other organizations to obtain legislation beneficial to
state workers.
(e) to safeguard the democratic
character of the labor movement.
(f) to raise funds to assist state
legislators who have shown a comprehension of the labor
issues concerning state and municipal employees. |

| SECTION 2 |
The methods of obtaining the
objectives of P.S.E.C. - PAC shall be:
(a) the voluntary collection of
contributions through payroll deduction or cash donations
directly to P.S.E.C. - PAC;
(b) the raising of funds through
fund raising events sponsored by P.S.E.C. - PAC as permitted
by CT State statute;
(c) advocacy and public relations;
(d) Political action and Education;
(e) Legislative action and reform. |

| SECTION 3 |
The Powers of P.S.E.C. - PAC shall
include:
(a) all those regulatory, executive
and judicial powers provided or permissible under state and
federal statute or regulation;
(b) the power to decide or
adjudicate all questions arising under this constitution
relating to the rights privileges and obligations of
committees and other subordinate bodies;
(c) the power to decide all
questions arising under the constitution relating to
membership and member status;
(d) the power to affiliate or
unaffiliate with any organization as deemed necessary;
(e) the power to raise revenues in
any fashion consistent with the laws of the State of
Connecticut;
(f) the power to institute
activities and programs consistent with, and pursuant to the
methods specified in section two of this Article;
(g) the power to amend the
Constitution;
(h) the power to invest it's
revenues, assess dues, take ownership or title in real or
personal property as permitted by state or federal statute.

Article III: Membership |
| SECTION 1 |
Active membership shall be available
to all those who donate money to P.S.E.C. - PAC either by a
cash donation or through a biweekly contribution through
state payroll deduction; |

| SECTION 2 |
An active member shall be a member
who has made a cash donation of at least $12.00 dollars
within the calendar year or a member who has donated within
the calendar year through payroll donation for at least six
months; |

|
| SECTION 3 |
Only active
members shall have the right to vote on P.S.E.C. PAC
matters. |
|
|
|
|
|
|
Article IV: Officers |
| SECTION 1 |
Composition of officers.
(a) a Chairman, to be elected at the
Annual Meeting, and who shall serve for a two-year term;
(b) (a Vice Chairman. to be elected
at the Annual MeetinQ, and who shall serve for a two-year
term:)
(c) a The President of the
Protective Services Employee Coalition, IUPAIIAFF/AFL-CIO,
shall be an ex-officio member of the Executive Board.
(d) a Treasurer, to be elected at
the Annual Meeting, and who shall serve a two-year term;
(e) a Deputy Treasurer, to be
elected at the Annual Meeting, and who shall serve a
two-year term. |

| SECTION 2 |
No person shall hold more than one
of the foregoing offices. |
| |
|
| SECTION 3 |
The officers shall implement the
policies established by the Annual Meeting. |
| |
|
| SECTION 4 |
The Chairman shall be the Chief
Executive officer for P.S.E.C. PAC and responsible for the
daily activities thereof. The Chairman is empowered to
execute documents and obligations and bind the body, subject
to the limitations set by this constitution and the Annual
Meeting and the approval of the executive board. The
Chairman shall act as official spokesperson for P.S.E.C. -
PAC, shall serve as ex-officio on all committees. The
Chairman shall preside over all meetings of P.S.E.C. - PAC. |

| SECTION 5 |
The Vice Chairman shall, in the
absence of the Chairman, assume such powers as are
prescribed to the Chairman and shall succeed the Chairman if
such is necessary, until a successor is chosen at the next
Annual Meeting or Executive Board. |

|
| SECTION 6 |
The Treasurer shall be responsible
for the fiscal affairs of P.S.E.C. - PAC. The Treasurer
shall be responsible for the timely filing of all required
documents with the Secretary Of State's Office, the
maintenance of all books and records as well the collection
of revenues and disbursement of P.S.E.C. - PAC funds. The
Treasurer is empowered to execute documents and obligations
and bind the body consistent with duties of his office,
subject to the limitations set by this constitution and the
Annual Meeting and the approval of the Executive Board. The
Treasurer shall also act in the simultaneous absence of both
the Chairman and Vice Chairman. |

| SECTION 7 |
The Deputy Treasurer shall, in the
absence of the Treasurer, assume such powers as are
prescribed to the Treasurer and shall succeed the Treasurer
if such is necessary, until a successor is chosen at the
next Annual Meeting or Executive Board. |

| SECTION 8 |
The Chairman, (Vice Chairman.)
Treasurer and Deputy Treasurer shall be elected in a manner
provided in Article 6 for a term of two years and until
their successors have been elected and assumed office. |
| |
|
| SECTION 9 |
A vacancy in the office of the
Chairman shall be filled in a manner prescribed in section 5
of this Article and in Article 6. A vacancy in any other
office shall be filled by the Chairman until the next Annual
Meeting, at which time a successor shall be elected for the
unexpired portion of the term or for a full term. |

| SECTION 10 |
Before taking office each officer
shall take the following oath of office:
"I do solemnly swear that my actions
as an officer of the P.S.E.C. - PAC will be in accordance
with this constitution, the Laws of the State of Connecticut
and for the benefit of the members of this organization." |

|
|
|
|
Article V: Executive Board |
| SECTION 1 |
The Executive Board shall consist of
the Chairman, Vice Chairman, Treasurer, and Deputy
Treasurer, and the PSEC Union President each shall have one
vote. |

|
| SECTION 2 |
When the Annual Meeting is not in
session the Executive Board shall have sole authority to
exercise all the powers of P.S.E.C. PAC delineated in
Article 2 of this constitution, with the exception of the
powers specified in Article 2, Section 3, subsection (g). |

|
| SECTION 3 |
All Meetings of the Executive Board
shall be chaired by the Chairman. The chair shall be
permitted one vote on any matter before the board. |
| |
|
| SECTION 4 |
The Executive Board shall meet
bimonthly (in odd numbered years and monthlv in even
numbered years). The Chairman shall have the authority to
call a meeting as he deems necessary to carry out the
mission of P.S.E.C. - PAC as described in Article 2. |

|
| SECTION 5 |
At any meeting of the Executive
Board a quorum must be present and shall consist of at least
3 board members. |
| |
|
| SECTION 6 |
All meetings of the Executive Board
shall be conducted under Robert's Rules Of Order. |
| |
|
| SECTION 7 |
The Chairman may appoint as many
subcommittees as he deems necessary to carry out the mission
of P.S.E.C. - PAC. |
|
|
|
|
|
|
Article VI: Removal of Officers |
| SECTION 1 |
Any member of P.S.E.C. - PAC may
bring formal charges against an Executive Board member by
filing a written complaint with the Chairman stating how the
Executive Board Member allegedly failed to carry out the
responsibilities of his office. In the event that the
complaint is against the Chairman the member shall file said
complaint with the Treasurer. |

| SECTION 2 |
The Executive Board shall be
responsible for the investigation of such complaints. The
Executive Board shall afford the accused member the right to
a prompt hearing before the Executive Board. |

| SECTION 3 |
In the event the Executive Board
finds that the complaint is valid and warrants the removal
of such officer from the Executive Board the board shall
convene a general meeting of the membership at large. The
Chairman or acting chair shall notice the members as to the
date, time and purpose of the meeting. The Board shall
report its findings to the membership.The accused Board
Member shall have the right to answer charges made against
him prior to any action by the body. A two thirds vote of
the members present shall be required for the officers
removal from office. |

Article VII: Annual Meeting |
| SECTION 1 |
The Annual Meeting shall be held
during the month of March.The Chairman shall (give)
notice (to) the membership (at least thirty (30)
calendar days prior to the Annual Meeting) as to
specific date, time and location (of the Annual Meeting). |

|
|
Article VIII: Amendments to Constitution and By-Laws |
| SECTION 1 |
Amendments to the Constitution and
By-Laws of P.S.E.C.-PAC may be proposed by any member with
the second of another member and shall be filed with the
Chairman prior to January first of that year. A copy of the
proposed notice shall be sent with the Annual Meeting notice
(as required in Article VII, Section 1 ). |

| SECTION 2 |
Amendments shall be adopted if two
thirds of the members voting on the question vote in the
affirmative.) |
